Illinois and the Best Bond Addendum Ever

The state of Illinois -- which, you may have heard, just lost its governor to various … ahem, complex allegations -- had been set to sell $1.4-billion in bonds on Wednesday. The unexpected changes there required the following speedy addendum to the Illinois bond issue documents:
